The City seeks a qualified organization or individual to provide the following services: 1. Routine Animal Control Duties a. Educate the citizens of Collegedale to be responsible animal owners b. Encourage the use of pet identification devices for animals c. Provide field of return of lost animals to their owners d. Identify and/or apprehend trespassing dogs and cats e. Provide enforcement of Rabies Control program f. Patrol the City at least twice a month for a two-hour period during each visit to the City in addition to regular services outlined in Summary of work g. Respond to calls from the Collegedale Police Department, City Officials, and the public regarding animal related incidents h. Safely capture, transport, and impound stray, injured, or aggressive animals running at large or as necessary i. Serve as a resource for questions and guidance related to animal control. j. Address nuisance and vicious animal complaints, including stray animals. k. Respond to injured and/or animals in distress calls l. Provide administration of a low cost sterilization and pet adoption program m. Investigate and resolve issues of complaints of animal cruelty, neglect, or dangerous animals in coordination with local authorities n. Provide a vehicle suitable for animal transportation at your own expense o. Provide any and all equipment needed to provide animal control services at your own expense p. Collect and properly dispose of small dead animals (except domestic livestock) found upon City streets, alleyways, avenues, or other property owned or controlled by the City q. Assist citizens with the removal of non-domesticated animals as situations are determined to be safe at the discretion of Contractor. This does not include the removal of birds or animals contained in traps set by any business or person other than Contractor. r. Provide transportation and disposal of any animal that is to be euthanized by order of the Chief of Police or the City. s. Adhere to any lawful order given by the City with regard to any animal control issue. t. Assist with rabies control and bite investigations u. Provide and administer the necessary personnel, equipment, and facilities required to effectively discharge the outlined duties including oversight for sheltering stray, unwanted and apprehended animals 2. Emergency Animal Response – including after-hours emergency services from 5pm – 8am a. Respond to urgent calls involving severely sick, stray, injured, and/or dangerous animals. b. Respond to emergency calls at all times, which include, but are not limited to dangerous animals, potentially dangerous animals, assisting Police and Fire Department personnel, cruelty cases, and suspected rabies cases. c. Safely capture and transport animals as necessary for animals that have bitten or animals from an individual that has been arrested. 3. Animal Trapping Services a. Fulfill requests for humane live capture traps to capture stray or nuisance animals. b. Promptly remove and transport trapped animals to appropriate locations
