The selected PBM will be responsible for providing a full spectrum of administrative and clinical services relative to prescription drug benefits, including but not limited to: claims adjudication and payment, pharmacy network contract management, mail-order and specialty pharmacy operations, reporting and analytics, rebate / discount management, and utilization management (e.g., prior authorization, mandatory generics). All existing benefit features must be duplicated exactly, in accordance with the collective bargaining agreement(s) currently in place. Implementation must ensure minimal disruption for plan participants and maintain continuity of service. The PBM must demonstrate robust customer service capacity, and detailed transition planning for an anticipated March 1, 2026 effective date.
