2.1 General Scope The purpose of this Request for Proposal (RFP) is to provide mobile satellite uplink services in the Downstate New York region. The Downstate New York region shall be comprised of Sullivan, Ulster, Dutchess, Orange, Putnam, Rockland, Westchester, Bronx, New York, Kings, Queens, Richmond, Nassau, and Suffolk counties. Please refer to Attachment 3 – Regional New York State Map. 2.2 Specifications/Scope Requirements i. Proposing firms must have the ability to provide High Definition (HD) and Standard Definition (SD) SDI uplink service via the Ku frequency band. ii. The Contractor shall be responsible for transportation and setup of Federal Communications Commission (FCC) licensed mobile uplink equipment to any location in the Downstate New York region to access any North American commercial broadcast satellite. iii. The Contractor shall provide all labor and tools required to connect video, audio, and Interruptible Fold-Back (IFB) from the production location to uplink equipment. 2.3 Equipment Requirements Uplink equipment shall have: A. Standalone power capability; B. SD and HD digital transmission capability; and C. Receiving and monitoring capabilities compliant with broadcast standards. Proposers must be able to connect to fiber optic or copper transmission lines supplying HD or SD SDI video from the production site. Audio signals are usually embedded, however the ability to handle discrete Audio Engineering Society (AES) or analog audio is also required. IFB services (wired and/or wireless) are also required on site. Proposers’ transmission equipment must be FCC compliant and licensed for Mobile Earth Station operation. Transmissions must abide by all uplink satellite service company’s standards and not create any problems for other satellite service company users. 2.4 Technical Crew Technical Crew shall: A. Establish the uplink, then operate and monitor the uplink and equipment during the event. B. Connect to the production crew signal output at each of the meeting locations and verify reception of uplink transmission signal at DMSC TOC. C. Remove all equipment when production is complete. D. Conduct themselves in a professional manner with OGS staff and the general public. E. Report to assignment in appropriate dress and appearance. F. Comply with all rules and requirements of this contract, including the drug and alcohol policies (Refer to Section 6.6 – General Requirements). G. Any failure to comply with any of the requirements of this solicitation shall result in the removal from the assignment and Contractor will be responsible for providing alternative staff in the future. 2.4.1 Additional General Technicians Upon request, at time of scheduling, OGS may request an additional technician(s). OGS will call the Primary Contractor first to check availability of multiple technicians, if the needed technicians are not available, OGS will call the Secondary Contractor, then the Tertiary Contractor, if necessary.
