A. The Contractor shall develop and implement a grant management framework aligned with RHTP objectives and Arkansas’s RHTP plan, including program promotion and education to rural healthcare stakeholders, technical assistance to the State and subawardees, application processing, award distribution, and subrecipient monitoring. B. To the greatest extent possible, all grant management activities must be web-based and allow for digital applications and expenditure reporting. C. The Contractor shall assist in the preparation and submission of progress reports and financial reports to DFA, CMS, and any other appropriate federal entity. D. The Contractor shall establish and maintain a web-based dashboard displaying grant awards and expenses that will be accessible to the public. E. The Contractor shall manage grant budgets, track expenditures, and ensure timely reimbursements.
