Respondents must demonstrate the capability to provide ongoing administration and oversight of the Borough’s Affordable Housing Program, including: • Administration of the Hightstown Borough Affordable Housing Program, including oversight of pending and existing affordable housing developments. • Providing Administrative Agent services in accordance with the New Jersey Fair Housing Act (N.J.S.A. 52:27D-301 et seq.) and the Council on Affordable Housing (COAH) Uniform Housing Affordability Controls (UHAC, N.J.A.C. 5:80-26). • Implementing the Borough’s fiscal management plan (“Spending Plan”) as part of the Housing Element and Fair Share Plan, in compliance with N.J.A.C. 5:94-9.2 and N.J.A.C. 5:93-5.2, to ensure proper administration of the Housing Trust Fund and developer fee collections.
