The purpose of this Contract is to provide Medicaid recipients with coordinated and reliable transportation to and from healthcare providers. The estimated monthly trip volume is 4,300. 1. Accept Fiscal Responsibility - Be financially responsible for any costs or penalties resulting from actions or omissions by the Contractor, its officers, employees, agents, or representatives that deviate from this Contract. 2. Provide NEMT Services - Deliver all Non-Emergency Medical Transportation (NEMT) services on behalf of Buncombe County in full compliance with operating standards outlined in MA-2910 (https://policies.ncdhhs.gov/wp-content/uploads/MA2910-NEMT-1.pdf) 3. Maintain Case Accuracy and Compliance - o Accurately and promptly determine eligibility for NEMT services. o Maintain complete and up-to-date case records. o Ensure compliance with voter registration requirements. o Achieve and maintain an eligibility accuracy rate of at least 95%. 4. Accept Financial Responsibility for Monitoring Findings - Reimburse Buncombe County for any overpayments to providers identified through monitoring or audits that result from the Contractor’s error. 5. Provide Service Availability o Operate Monday through Friday, generally between 8:00 AM and 5:00 PM. o Provide services outside these hours only when requested by Buncombe County. 6. Schedule and Coordinate Trips Efficiently Plan trips to: o Maximize on-time performance and vehicle use. o Minimize passenger ride times and deadhead mileage. o Consider a trip “on time” when pickup occurs within 45 minutes before to 15 minutes after the scheduled time...
