• Advisory support to assist the HCA in establishing audit standards and customary practices for the RHCDF, including guidance on documentation requirements, cost verification methodologies, and project management considerations; • Independent audits of funding recipients at the conclusion of their funding periods to reconcile awarded funding amounts with audited operating losses; • Comprehensive audit reports that certify compliance with statutory and regulatory requirements and provide recommendations to strengthen accountability, internal controls, and program oversight; and • Forensic audit services, when requested by HCA, to investigate potential financial irregularities or misuse of HCA funds. Offerors must demonstrate the ability to perform forensic audits, including the identification, analysis, and documentation of discrepancies in financial or operational data.
