To fulfill the essential functions of laboratory testing of evidentiary fire debris, maintaining the chain of custody storage, and the certification of K9’s of State Fire Marshal’s Arson Division, we require the following services and functions: Laboratory Testing of fire evidence/debris must meet accepted national and industry standards to determine the presence of certain specified accelerants, chemicals and ignitable liquids for the purpose of Fire Investigations for a statewide law enforcement investigation agency. Laboratory results must be returned via email within 72 hours or less from the time of the submittal. Results to be sent via email to the submitting investigator and the division chief. The chemists testing the evidence shall make themselves readily available to verbally consult with investigators and provide a verbal overview and analysis of testing results. Testing chemist must make themselves available to provide supporting testimony in court if subpoenaed and be reasonably recognized as an expert in the field. Vendor must provide OCI with the supplies below. These items must follow industry standard for evidence cans, bags, or other collection/storage items for the collection of forensic fire debris collection (minimum of 1000 of each annually): Sterile Non-lined “paint cans” size of (1 gallon, 1 quart, 1 pint) Nylon “Arson evidence Bags” size of (12x18, 20x20) Vendor must maintain all K9 alert reports, records, and data and make it available as requested. They must also regularly prepare and make available all necessary accelerants, gasoline and other chemicals for training and as requested or as needed for further testing and evaluation of data. Vendor must provide at a minimum industry standard quarterly training to OCI personnel as it pertains to collection, submittal, storage and legalities of fire debris and evidence. This includes training in courtroom testimony and science pertaining to the field of Arson and Fire Investigation. Vendor must coordinate and be able to provide technical oversight and subject matter expert advice with OCI/SFM Arson K9 training that meets legal and industry standards. This oversight shall insure integrity in the program and the highest standards are being met.
