The Somerset County Department of Health (SCDOH) is soliciting proposals from qualified firms to provide professional consultant services to plan, develop, facilitate, and evaluate public health emergency preparedness exercises that meet the requirements of the 2024-2028 Centers for Disease Control and Prevention (CDC) Public Health Emergency Preparedness (PHEP) Notice of Funding Opportunity: Exercise Framework Supplemental Guidance, and follow relevant guidance from New Jersey Department of Health (NJDOH). The selected consultant shall support SCDOH in the design and execution of the Capstone Exercise Project. The exercise series shall be developed and implemented using the Homeland Security Exercise and Evaluation Program (HSEEP) methodology, which results in key deliverables including Situation Manuals (SitMan), Master Scenario Events List (MSEL), Exercise Evaluation Guides (EEG), After-Action Reports (AAR), and Improvement Plans (IP).
