The purpose of this solicitation is for the City of Raleigh, Raleigh Water to secure design and construction phase services for one new 160-foot diameter secondary clarifier and one additional return activated sludge (RAS) pump in the existing RAS pump station currently serving clarifiers N1 and N2 at the Neuse River Resource Recovery Facility (NRRRF). This project represents the first phase of a larger wet weather and capacity enhancement program at NRRRF. The project also includes associated improvements, including: Structural, mechanical, and hydraulic design of the new secondary clarifier. Integration of the clarifier into existing mixed liquor and RAS flow channels. Relocation of the RAS return point to the middle of the MLSS distribution channel. Site civil, yard piping, electrical, and instrumentation/controls necessary to incorporate the clarifier into the NRRRF process. Provisions for constructability, plant access, and maintaining compliance with all permit requirements during construction. The scope of services will also include the following: Geotechnical evaluation; Subsurface Utility Exploration; Detailed design and permitting of improvements; Prepare construction documents; Bid phase services; Construction phase services including construction administration and observation; As-Built survey and record drawings of improvements.
