The DOER is seeking a contractor to assist in administering the Clean Peak Energy Portfolio Standard (CPS), 225 CMR 21.00, pursuant to the enactment of Chapter 227 of the Acts of 20182 as well as any and all corresponding guidelines. Unless defined herein capitalized terms shall have the meaning as set forth in the proposed regulations. The administrative support sought by DOER will involve review of Clean Peak Resource applications through the DOER established Statement of Qualification Application (SQA) process. The applications will be submitted through the portal developed by DOER and its partners. This portal is designed to provide for a largely automated review process with the aim of improving the speed and efficiency of review for staff. The selected contractor hired to provide these services will not be involved in the development or maintenance of the application platform and will not have final approval of any applications as that authority will remain with DOER. Instead, the selected contractor will work within the online application platform under the direction of DOER. There are some technical aspects to the review process, as detailed below, but the services sought by DOER are largely administrative in nature and should be provided by staff trained in the specific requirements of the CPS regulation and Statement of Qualification. Contractor’s staff having prior background and experience in portfolio standards or clean energy is necessary.
