• Conduct a comprehensive impact fee study. • Analyze eligible services, including: ▪ Parks, Recreation, and Open Space ▪ Roads, Streets, and Bridges ▪ Water and Sewer ▪ Public Safety ▪ Additional qualifying services • Develop a proposed impact fee schedule based on cost analysis. • Evaluate potential reductions, appeals, and exemptions. • Provide administrative guidance, including: ▪ Establishment of an advisory committee (5-10 members) ▪ Staffing recommendations ▪ Administrative cost analysis • Assist in integrating a Capital Improvements Element (CIE) into the City's Comprehensive Plan, including: ▪ Steps for preparation, adoption, and updates. • Provide a written assessment of how an impact fee program can support the City’s financial and development goals.
