The selected contractor (“Contractor” or “Consultant”) shall have experience and expertise with financial and economic analysis and strategic services. Work orders under the contract(s) may focus on Regional Wastewater Services Plan updates, utility financial consulting, rate studies, reserves studies, independent rate reviews, miscellaneous fee reviews, and other financial and economic services needed primarily by WTD. Consultants should have expertise in the following areas. A. Utility rate and financial studies (revenue requirements, cost-of-service allocations, equitable rate design, reserves analysis) B. Capacity charge evaluations and policy alternative analysis C. Long-range financial planning, including integration of operating forecasts, debt service, and capital investment planning D. Independent financial reviews of proposed rates or financial policies E. Affordability and demography analyses F. Scenario modeling and financial policy analysis (e.g., debt service coverage ratios, cash reserve sufficiency, funding strategies) G. Support for King County Council motions or external stakeholder requests related to rate, charge, or capital forecasting H. Financial analyses of program feasibility, including resource recovery initiatives, water quality trading, and nutrient reduction I. Documentation of methodologies, models, and results to support transparency and stakeholder engagement J. Other related financial, rate, or policy analyses as requested by the County
