The consultant shall provide comprehensive services supporting MHA’s RAD conversion efforts from project identification through closing. The scope includes the following phases: Assessment Phase • Review property conditions, financial performance, and operational characteristics • Assess the adequacy of existing Physical Needs Assessments (PNA) to determine compliance with RAD Physical Condition Assessment (PCA) requirements. If inadequate, assist MHA in developing a scope to procure compliant PCAs. • Identify potential project candidates for participation in the RAD program, including evaluation of options under Project-Based Voucher (PBV) or Project-Based Rental Assistance (PBRA) platforms. • Provide guidance on evaluating Faircloth-to-RAD feasibility, including the review of Faircloth authority, potential development structures, subsidy layering, and financial modeling. • Conduct financial and development feasibility analyses, including sources and uses of funds and long-term project sustainability. • Brief MHA on findings, recommendations, and next steps. Application and Implementation Phase • Prepare and submit complete RAD applications for MHA’s review and approval. • Incorporate MHA feedback and finalize submissions to HUD by the established deadlines. • Coordinate with HUD, lenders, investors, and other stakeholders throughout the RAD approval process. • Support MHA in addressing HUD comments, obtaining CHAP awards, and preparing RAD Financing Plans. • Provide continued consulting support from CHAP approval through financial closing, ensuring compliance with HUD milestones, transaction structuring, and closing documentation requirements.
