Task 1: Project Management and Oversight • Administer the $1.99 million federal grant and maintain compliance with 2 CFR Part 200 and MGL Chapter 30B. • Coordinate quarterly and final progress reports to USDOT. • Maintain fiscal accountability and manage personnel, travel, supply, and indirect cost allocations outlined in the approved budget. Task 2: Stakeholder and Interagency Coordination • Engage MPO, MassDOT (Highway and Planning divisions), BAT, GATRA, FHWA, OCPC member municipalities, and regional economic and planning entities. • Facilitate the Joint Transportation Committee (JTC) as a standing advisory group and utilize the Transportation Advisory Network (TAN) to inform stakeholders of prioritization plan development. • Lead cross-sector coordination with agencies and advocacy groups on environmental, workforce development, and regional transportation priorities. Task 3: Data Collection and Analytical Support • Compile and provide regional GIS layers, HPMS data, socioeconomic and demographic datasets, crash and safety data, and environmental vulnerability indicators. • Provide access to past and current TIP, LRTP, UPWP, and PPP project data for use in performance benchmarking and validation. • Integrate regional metrics tied to the Massachusetts Strategic Highway Safety Plan (SHSP). Task 4: Public Engagement • Implement Old Colony MPO’s Public Participation Plan (PPP) and Measures of Effectiveness (MOE) tracking system. • Facilitate multilingual outreach, public meetings, and digital engagement strategies (e.g., surveys, newsletters, social media). • Provide accommodation to ensure inclusive access to the process. Task 5: Comprehensive and Sustainability Planning • Advise on the design of public outreach and engagement for the project, including multilingual engagement, digital outreach, surveys, focus groups, interviews, and accessible in-person events. • Support public outreach and engagement activities, including staff support at in-person events and review of draft outreach materials • Provide data and input on prioritization scoring criteria related to equity, environmental justice, climate vulnerability, and community impact
