It is anticipated that the awarded offeror will provide the following services: A. Investigation and Fact-Finding i. Conduct interviews with relevant stakeholders, including university leadership, law enforcement, emergency management personnel, faculty, staff, and students. ii. Review all relevant documentation, including emergency plans, communications, training records, and incident logs. iii. Analyze video footage, dispatch records, and other digital evidence. iv. Establish a timeline of events and identify key decision points. B. Security and Emergency Preparation & Response Evaluation i. Assess the university’s security and emergency preparation & response protocols and execution on September 10, 2025 (e.g., campus/local law enforcement, fire, EMS, etc.). ii. Evaluate coordination with external agencies (e.g., campus/local law enforcement, fire, EMS, etc.). iii. Identify strengths and weaknesses in the response, including communication, command structure, and resource deployment. C. Recommendations and Reporting i. Provide actionable recommendations for enhancing emergency preparedness, response protocols, training, and infrastructure. ii. Deliver a comprehensive After-Action Report (AAR) that includes: 1. Executive summary 2. Detailed findings 3. Root cause analysis 4. Recommendations for improvement iii. Present findings to university leadership and stakeholders in a verbal report. iv. Prepare a final report for the public.
