The comprehensive scope of work for the Remedial Action & Demolition Manual at 4690 & 4700 Goodfellow Boulevard involves the complete abatement, environmental remediation, and demolition of seven vacant industrial buildings, followed by full site restoration, to achieve closure under the Missouri Brownfield Voluntary Cleanup Program (BVCP). Contractor Responsibility and Governing Documents: The selected Contractor shall furnish all supervision, labor, materials, equipment, transportation, permits, and disposal services required to execute the full scope of work, and is responsible for complying with the specifications and performance criteria in the Remedial Action & Demolition Manual (Appendix 1) and a QAPP (Appendix 2). The Contractor acknowledges that all quantities provided in the Manuals (e.g., for ACMs, heavy metals dust) are estimates, and the contractor must physically verify all site conditions and quantities before submitting a bid for the required lump sum scope. The contractor is responsible for the inventory of all household hazardous wastes/universal wastes (fluorescent lights, PCB ballasts, etc) required to be removed from buildings prior to demolition. Mandatory Project Phases: The Contractor's work must be performed sequentially in four phases, as mandated by the Manual: 1. Phase 1 – Environmental Abatement and Heavy Metal Dust Decontamination: Includes the furnishing of all labor and services for the full abatement, transport, and lawful disposal of all hazardous materials, including Asbestos-Containing Materials (ACMs), Household Hazardous Wastes (HHW), Universal Waste (fluorescent lights, PCB ballasts, etc.), and the Heavy Metal Dust Decontamination of approximately 170,000 SF of interior surfaces to prepare the buildings for safe demolition. 2. Phase 2 – Utility Disconnection: Includes disconnecting and capping all utilities (gas, sewer, electrical) in compliance with local codes. 3. Phase 3 – Demolition and Debris Removal: Includes the complete mechanical demolition and removal of all seven (7) buildings, including all foundations, basements, sidewalks, and parking lots, and the removal and disposal of all demolition debris from the site. This phase also includes the removal of all existing asphaltic pavement and concrete (except for defined roadways and perimeter fencing) from the vacant 4690 Goodfellow lot. 4. Phase 4 – Site Restoration: Includes complete backfill of all voids, site grading, seeding, and strawing of all disturbed areas to achieve a neat, well-drained appearance. All work must be completed no later than August 1, 2026.
