General (Tie Crane) -One (1) new and unused tie crane designed for a 15-year life. 4.1.1 Tie crane shall have a lifting capacity of at least 1,200 lbs. at 20’ from the center of the track. 4.1.2 Tie crane shall be powered by a Tier IV diesel engine that produced as least 70hp. 4.1.3 Tie crane shall not weigh more than 37,500 lbs. 4.1.4 Tie crane shall have a fuel capacity of at least 35 gal. 4.1.5 Tie crane upper deck shall be capable of 360° continuous rotation. 4.1.6 Tie crane shall be rail bound equipment with insulated wheels. 4.1.7 Tie crane shall be sized to travel on-rail and shall conform to AAR Plate C clearance requirements 4.2 General (Speed Swing) 4.2.1 One (1) new and unused speed swing designed for a 15-year life 4.2.2 Speed swing shall have a life and carry capacity of at least 10,000 lbs. 4.2.3 Speed swing shall be capable of swinging 90° in either direction from center. 4.2.4 Speed swing shall be powered by a Tier IV diesel engine that produces at least 160hp. 4.2.5 Speed swing shall have a turning radius of at least 20ft. 4.2.6 Speed swing shall come equipped with hi-rail gear to allow for on-rail operations. 4.2.7 Speed swing shall not weigh more than 40,000 lbs. 4.2.8 Speed swing shall have at least a 40-gal. fuel capacity. 4.2.9 Speed swing shall be sized to travel on-rail and shall conform to AAR Plate C clearance requirements...
