i) Organizational Development & Capacity Building 1. Support municipalities and Regional Economic Development Committee (REDC) in developing economic development capacity. 2. Provide training, workshops, and strategic facilitation for boards, commissions, and staff. 3. Assist with governance structures, funding strategies, and organizational effectiveness. ii) Economic Development Policy & Program Planning 1. Identify policies and programs to strengthen competitiveness and resiliency. 2. Provide guidance on drafting municipal economic development plans. 3. Recommend strategies to support implementation of economic development plans. 4. Conduct market analyses, economic impact studies, and feasibility assessments. iii) Property Development/Redevelopment Services including Brownfields 1. Help identify and prioritize property revitalization/redevelopment opportunities. 2. Provide technical assistance with grant writing to secure funding for revitalization projects. 3. Provide guidance on public–private partnerships and developer engagement. 4. Develop stakeholder engagement strategies for redevelopment planning. iv) Neighborhood & Main Street Business Retention and Attraction 1. Assist in the development and implementation of small business retention and expansion strategies. 2. Provide technical assistance to local business districts and Main Street programs. 3. Help design placemaking, storefront improvement, and business recruitment initiatives.
