The Judiciary, State of Hawai‘i, Third Circuit – Drug Court Division is seeking services through the Small Purchase Procurement (HRS 103D) process from qualified individuals or organizations to provide a comprehensive, time-limited program evaluation of the Kona Women’s Court (pilot program), a gender-responsive specialty track within the Kona Adult Drug Court. The evaluation will focus on program implementation, effectiveness, outcomes, and opportunities for system and service improvement. The Evaluator will conduct analysis, including in-person interviews in Kona (Big Island, State of Hawai‘i) with: • All Priority One participants (women who received Kona Women’s Court services), • A sample of Priority Two participants (justice-involved women who are not Drug Court clients but received Women’s Court services), • Judiciary staff, Drug Court team members, and • Community-based service providers.
