LMHA is seeking Statements of Qualifications from private for-profit and/or non-profit developers or developer teams (“Co-Developer”) to complete a comprehensive rehabilitation of Avenue Plaza, a 17-story elevator building constructed in 1972 for elderly (age 55+) and disabled residents. The building currently contains 224 residential units and 2 administrative units, which may be converted to residential use for a total of 226 units, subject to feasibility. LMHA prefers a tenant-in-place rehabilitation strategy to minimize disruption, though proposals may include temporary onsite or offsite relocation if necessary to ensure resident safety and construction efficiency. Residents should ideally return to their original units post-rehab, or be offered comparable alternatives with justification. Renovations must address both unit-level and building-wide systems. Unit-level improvements are expected to include replacement of kitchens, bathrooms, flooring, doors, and all mechanical, electrical, and plumbing components. Building-wide upgrades should include modernization of sewer and water risers, electrical infrastructure, heating and cooling systems, fire/life safety systems, elevators, roofing, and the building envelope. Design proposals should incorporate aging-in-place and accessibility features, such as grab bars, walk-in showers, lever-style handles, and enhanced lighting. LMHA encourages increasing the number of ADA-compliant units beyond minimum requirements and expects Co-Developers to outline specific accessibility features in their design plans. As Avenue Plaza serves a vulnerable population, proposals must include a plan for coordination of supportive services post-rehabilitation. Designs should reflect traumainformed principles, including calming color palettes, clear wayfinding, and spaces that promote dignity, privacy, and community connection. The building’s vacant first floor offers approximately 19,755 square feet for redevelopment. LMHA strongly prefers that this space be programmed for resident-focused services such as medical care, wellness programming, and community engagement. Amenities should support the health, safety, and social well-being of Avenue Plaza residents.
