The consultant will: Revenue Analysis Assess how much revenue Tribal Nations and Native populations generate in North Dakota. Include contributions to state and local economies through employment, business activity, and consumer spending. Provide a breakdown of taxable income. Economic Assets and Needs Identify current economic assets within Tribal Nations and Native communities (e.g., natural resources, infrastructure, workforce, cultural assets). Assess economic needs and barriers to growth. Comparative Analysis Collaborate with ND Association of Counties and ND League of Cities to align reporting with statewide data sets. Ensure findings are comparable with county and municipal-level reporting structures. Engagement Conduct outreach to Tribal leaders, economic development offices, and relevant agencies to gather qualitative and quantitative data. Funding Grant Data Collection As part of this project, the consultant will gather detailed information on grant activity within each Tribal Nation and partner entity. This includes identifying: Whether the entity currently applies for grants. The types of grants pursued (state, federal, private, etc.). The frequency of applications. Success rates and awarded amounts. Identified barriers or capacity challenges in applying for and managing grants. This information will help assess overall grant readiness, highlight capacity-building needs, and inform strategies for increasing future funding success.
