As noted in the Introduction, services will be provided on an as-needed basis for both new construction and renovation of existing facilities. Services may include but are not limited to, the following: • Performing condition surveys/evaluation of existing and/or proposed utility infrastructure, including hydraulic modeling and the preparation of planning studies, technical summaries, and reports. • Conducting property research, preparing descriptions, boundary and topographic surveying, LiDAR, easement acquisition, and hydrographic surveying services. • Completion of planning, conceptual design, and preliminary probable costs of construction for both new and renovation projects. • Preparation of detailed drawings, specifications, and other contract documents necessary for both formal and informal bidding processes, as appropriate, as well as for the prequalification of contractors (when required). • Furnishing documentation and design data as necessary to secure approvals/permits from Federal, State of North Carolina, and/or Local (City of Jacksonville or other municipalities) agencies that may have jurisdiction over the design and construction of a project (or any part thereof). • Attendance at planning, progress, and (when requested by the Authority) Board of Directors or other public meetings throughout the design phase of assigned projects to discuss project scope, schedule, and probable costs of construction. • Providing construction contract bidding services, including advertising of projects for bid, preparation, and distribution of bidding documents, conducting pre-bid meetings, preparation, and issuing of addenda, conducting bid openings, analysis of bid results, and providing recommendations of contract award. • Providing construction administration services, including conducting pre-construction and progress meetings, review and approval of construction submittals, evaluation/recommendation of contractor pay requests, conducting punch-list inspections, and recommending final acceptance of the work. • Conducting field inspections during the construction period to verify the work has been completed in compliance with the contract documents, and to document construction activity and progress.
