The objective of this project is to evaluate the feasibility of Business District formation in Redmond with a shared vision approach between various departments within the City of Redmond and external stakeholders. The scope of work has two phases with the second phase being dependent on the outcomes of the first phase. PHASE 1 Task 1: Project Management Kick off meeting Bi-weekly check-in meetings (virtual) Core team coordination meetings Leadership and Council briefings and presentations Task 2: Research and Education Identify key internal city departments and programs to benefit from a business district Provide internal material and presentations on different structures and benefits of business districts o Range of programming from business districts o Examples and lessons learned from other cities o Mainstreet and Creative District formation process and benefit analysis o Technical and Legislative process for creation of a Business Improvement District (BID) o Internal city systems and programs needed to support a BID o 1x1 interviews with key internal departments and programs to understand concerns and opportunities with district types and locations Landscape analysis of existing Redmond organizations and potential for enhanced business district programming Deliverable: Report on opportunities and challenges with business district formation in Redmond including a risk analysis and policy considerations. Recommendation on timeline and order of opportunity for district organization formation in different urban centers of Redmond. Task 3: Stakeholder engagement and visioning Help city staff identify key external stakeholders to join conversation(s) in district organization development Organize and lead study trips to other business districts and BIDs Joint City and stakeholder visioning sessions on mission, programs and services of district organizations, structure and formation pathways of different district organization models Deliverable: Report on interest, feasibility and timeline for district organization formation in the urban centers of Redmond. Task 4: Preliminary Organization Mission and Budget Analysis Develop district organization(s) program budget assessment scenarios Develop district organization(s) revenue scenarios included a ratepayer analysis Analysis of existing Redmond organizations and feasibility for meeting need of a district managing organization Assessment on readiness for district organization and BIDs in Redmond centers Deliverable: Recommendations on readiness and district formation direction including district management (existing or new organization), and district organization revenue recommendations (membership, sponsorships, assessments) If the recommendation of Task 4 leads to Business Improvement District consideration and formation, at the City’s discretion, the contract would be extended to Phase 2: PHASE 2 Task 5: Organizational Development and District Formation Organizational Development New organization creation and support Board recruitment and formation (If needed steering committee(s) formations) o Board and steering committee meeting facilitation o Organization incorporation with State of Washington o Bylaw development o Business plan development o Bridge funding strategy and implementation o Executive Director recruitment o Workplan and BID formation timeline Existing organization reorganization o Current organization assessment o Organizational Development Workplan including: Technical assistance training for district management Board evaluation and reorganization Business plan development Budget evaluation Bridge funding strategy and implementation Program development timelines Staffing and capacity needs Business Improvement District Formation Comprehensive ratepayer analysis o Assessment logistics and percentages o Boundary planning with assessor data Ratepayer engagement Political assessment and navigation Technical processes of petition BIA ordinance alignment Collecting signatures on ordinance
