The Contractor shall provide janitorial services to propose comprehensive solutions for the services described in the subsequent RFP including the transition approach and timeline to assume responsibility of the janitorial services. The Contractor shall provide information about various aspects of their background and qualifications, including experience, capabilities, financial and work history on similar projects. The primary objective for establishing the contract is to provide and furnish supervision, labor, approved chemicals, required materials, equipment, transportation, machinery, supplies, tools, apparatus, incidentals necessary to provide superior interior cleaning/disinfecting and janitorial services for multiple University locations as outlined. The University of South Carolina reserves the right to add or delete buildings as it deems necessary. Please see a list of building locations (Attachment H) to be included in the contract and their square footage. The contract shall cover a range of services, including daily cleaning, deep cleaning, specialized cleaning, event cleaning, or sanitizing (related to COVID, SARS, measles, influenza, pneumonia, and other infectious diseases) as required. It may also be used for services to be rendered in a range of facilities, which may be educational, residential spaces, general office, administrative leadership, athletic facilities, etc. The buildings, structures, fixtures, and interiors are all different. They may be traditional, modern (contemporary) or historic; and may require differing approaches to care. The Contractor must submit a Criminal Background check for each employee and/or subcontractor(s) prior to employee and/or subcontractor performing contract work on campus. The background check must include criminal conviction check (County, State, Federal) and sex and violent offender registry check. The cost of background checks will be paid by the Contractor. The University of South Carolina shall not accept any employees with a history of violent or sexually deviant offenses; and reserves the right to reject applicants who have previous criminal convictions. Such judgements shall be made on a case-by-case basis. Contractors must have prior written approval by the COR for every candidate prior to his or her commencement of work on any University campus. There are no exceptions to this requirement, and any person found working on campus without a Valid Criminal Background check will be immediately removed. Contractors who fail to provide the evidence and contents of background checks for any individual may be subject to immediate contract termination on the grounds of non-performance. If a contractor has privacy policies that prohibit them allowing the COR to review their employees’ background checks, this will be considered a disqualifier for this contract’s purposes. The Contractor shall be knowledgeable of the utilize “Green Cleaning” process, chemicals and equipment to provide a safe, healthy workplace environment. The Contractor will be expected to adhere to the “Approved Product Listing”, Attachment G.
