This document constitutes a request for competitive, sealed proposals for the provision of a modular vehicle barrier system with transport trailer as set forth herein for the Missouri Department of Public Safety, Missouri State Highway Patrol (MSHP) (hereinafter referred to as “state agency”). The purchase of the modular vehicle barrier system with transport trailer is significant to the agency operations during high-profile events, such as the 2026 FIFA World Cup. The modular vehicle barrier system requested will also require an included enclosed transport trailer for hauling the modular vehicle barrier system to various events. The transport trailer shall serve as the housing unit for the modular vehicle barrier system when not in use. The modular vehicle barrier systems shall be easily removable from the transport trailer for quick setup when the modular vehicle barrier system is needed. The MSHP is currently in the process of preparing for the FIFA World Cup that is scheduled in June of 2026. Therefore, all vehicle barrier systems, including the transport trailer must be delivered before April 1, 2026.
