A significant, but not sole basis of the award will be that the awarded firm(s) will commit contractually to provide the specified package of services in accordance with MNPS' requirements. These proposed contracts are to provide for a highly qualified firm(s) to perform consultant services for employee benefits for the employees of MNPS that have a teaching, administrator or other professional license issued by the Tennessee Department of Education ("professional employees"). Benefits for the professional employees are currently governed by the Metropolitan Board of Education Professional Employees Insurance Trust Fund (the "Insurance Trust"), established in 1965 by the Metropolitan Board of Public Education for the purposes of providing Group Life, Medical, Accidental Death, Disability Income, Tax Deferred Annuities and other appropriate employee benefits for its professional employees. Nine voting Trustees are empowered to make the decisions of the Insurance Trust. The benefit programs for the MNPS professional employees extend eligibility to approximately 6,200 active employees, 1000 retirees under age 65, and 2000 retirees age 65 and older.
