Pursuant to this Competitive Solicitation, WSP intends to conduct a competitive procurement for Intoximeters Alco-Sensor FST Instruments and their related mouthpieces, calibration supplies, and maintenance equipment. The resulting Agency Contract will allow WSP to purchase these instruments to support traffic enforcement operations and improve public safety. The contract is estimated to be valued between $55,000 and $70,000 annually. Intoximeters product purchases may include but are not limited to those listed in Exhibit B – Performance Requirements. Because the esƟmated value is less than $150,000, the agency intends to award the contract to the lowest responsive and responsible bid from a small business (as defined in RCW 39.26.010(22)(a)) or veteran-owned business (as certified with the WDVA), unless none of these businesses are responsible and responsive to this solicitation.
