To obtain a turnkey, fully managed inmate telephone system that includes all equipment, installation, maintenance, network services, and customer support necessary to provide secure, reliable, and monitored telecommunications for inmates and facility staff in full compliance with all applicable Texas Commission on Jail Standards (TCJS) requirements and Federal Communications Commission (FCC) regulations governing inmate calling services. The Webb County Jail is an adult detention facility for both male and female inmates operated under the authority of the Webb County Sheriff. The facility maintains an average daily inmate population of approximately 540 inmates, with a rated capacity of 573 beds. The County is seeking a three (3) year initial term, with the option to extend for two (2) additional one-year terms at the County’s sole discretion. The selected vendor shall provide a turnkey Inmate Phone Services System solution that includes but not limited to the following minimum services and features: System Requirements Provide a complete telecommunications system for all inmate housing areas, visitation areas, and any designated facilities. Equipment and systems must comply with Texas Commission on Jail Standards (TCJS) rules and FCC/SEC regulations related to inmate telephone services. Ensure compliance with all state, federal, and local privacy and monitoring laws. Provide equipment, software, and connectivity at no cost to the County. Provide 24/7 technical support and system monitoring. Ensure recording, monitoring, and reporting functions for authorized jail staff. System must prevent unauthorized calls, including 3-way calling, call forwarding, and conference bridging. Provide a secure, web-based interface for County staff for call management, playback, and data retention. Automated Inmate Search Feature The Contractor shall provide an integrated, automated inmate information service accessible through the inmate telephone system. This service shall allow the public to: 14 | Page Access inmate custody and booking information through an automated voice response system (IVR) by telephone. Search for inmates by name, booking number, or other identifiers as authorized by the County. Receive information such as booking date, charges, bond amount, court dates, and facility location. Access this information 24 hours a day, 7 days a week, without the need for live operator assistance. Optionally, be redirected to other jail or county services (e.g., visitation schedules, commissary deposit information) as approved by the County. The inmate search system shall integrate securely with the County’s jail management system (JMS) or inmate database for real-time data updates. The Contractor shall coordinate with the County’s IT and Jail Administration staff to ensure compatibility and data security compliance. All data transmissions must comply with applicable state and federal data protection standards. The system must provide high availability with a minimum uptime of 99.5%. Redundant backup and failover capabilities shall be included to ensure continuous service during maintenance or system failures. All data access must be logged and auditable. The Contractor shall implement appropriate safeguards to prevent unauthorized access to inmate or system data.
