The design services scope of work consists of preparing performance-based technical specifications and supporting documentation for the procurement of a Design-Build team to modernize the lower-level controls of the Baggage Handling System (BHS) at Buffalo Niagara International Airport (BNIA). This effort includes evaluating and replacing aging PLC-based automation, optimizing conveyor routing, and improving integration with TSA screening tunnels and upper-level control systems. The new system will enhance operational reliability, align with evolving security standards, and ensure uninterrupted baggage processing throughout implementation. Deliverables will support the development of a comprehensive Design-Build RFP package, including technical requirements, reference drawings, system interface definitions, and implementation phasing strategies.
