The Agreement requires Contractor to provide alcoholic beverage service to patrons at Finlay Park. Numerous events such as festivals, concerts, weddings, receptions, birthdays, gatherings, business training, Friday Night music series, and other private parties are held in these facilities. The Contractor must be able to accomplish the following: Provide professional service to the public which enhances the event experience. Offer and provide a full range of bar and alcoholic beverage services at various cost options. Offer and provide a full range of non-alcoholic beverage services at various cost options upon request by Program Manager. Assist and coordinate planning activities to ensure all bar and beverage services are executed to the satisfaction of the customer. Provide high quality, friendly, and professional services at reasonable prices which shall be agreed upon between the Contractor and the Program Manager. Provide all necessary furnishing and equipment to create an attractive and inviting sales and service environment. Work in unison with the Program Manager or his/her designee during the normal course of business and as unforeseen issues arise. 4.2 Contractor Responsibilities The selected Contractor shall be responsible for: Licensing & Compliance: Contractor shall obtain and maintain, at its expense, all licenses required for the business to be operated hereunder and shall comply with all health codes and all laws and ordinances pertaining to the operations. Responsible Beverage Service: Train all staff in approved alcohol service programs (TIPS, ServSafe, etc.). Insurance: Maintain general liability, liquor liability, and workers’ compensation coverage, naming the City of Columbia as Additional Insured and Certificate holders. Operations & Staffing: o Provide qualified personnel with an approved operations and staffing plan. Menu & Pricing: Submit proposed menu and pricing for City review to ensure affordability and variety. o The contractor will be responsible for payment of all sales taxes related to catering to then Department of Revenue and to the City of Columbia. Safety & Compliance: Enforce ID checks using South Carolina State Law Enforcement Division (SLED) approved identification scanners, intoxication prevention, and crowd safety protocols. Facilities & Equipment: Provide and maintain necessary equipment and comply with City waste management and recycling policies. o The Contractor agrees to keep neat, clean and in good sanitary conditions all premises, equipment and the surrounding areas used by the Contractor during the term of this contract and to abide by all regulations of the City of Columbia and the Department of Agriculture. All refuse and waste material created by Contractor shall be promptly disposed of by Contractor daily by placing it in the appropriate receptacles. Reporting: Submit post-event sales reports and maintain accurate financial/operational records. Payment Management: Comply with Cashless sales policy of Finlay Park. 4.3 Deliverables Proof of licenses and permits. Operations & staffing plan. Menu & pricing proposal. Preferred contractors used by the contractor. Safety & compliance plan. Certificates of insurance. Monthly performance reports.
