The HIV Prevention Program seeks to partner with a Grantee to create and implement an HIV Test Kit distribution program that fulfills the following objectives: 5.2.1 Free HIV Self-Test Kit Distribution to Consumers: 5.2.1.1 Utilizing self-test kit technologies licensed by the Food and Drug Administration (FDA) for home use, establish free HIV self-test distribution to consumers as a structural intervention, utilizing a variety strategy to ensure: 5.2.1.1.1 Availability: Free HIV self-test kits are available to target populations in each Planning Region (people cannot get tested for HIV if testing services are not available). 5.2.1.1.2 Accessibility: Free HIV self-test kits are available to target populations via multiple strategies that eliminate barriers to obtaining HIV testing (even if HIV testing is available, people may not get an in-person HIV test because of barriers). 5.2.1.1.3 Acceptability: Decrease fear and stigma of HIV testing by working to change norms of target populations (if community norms do not support HIV testing, people may not get tested). 5.2.2 Planning Regions: 5.2.2.1 Northern Region: Mohave, Yavapai, Coconino, Navajo, Gila and Apache Counties. 5.2.2.2 Central Region: Maricopa and Pinal Counties. 5.2.2.3 Southern Region: La Paz, Yuma, Pima, Cochise, Santa Cruz, Graham and Greenlee Counties...
