The scope of work includes the data collection and analysis of the current school boundaries and student enrollment data, analysis of demographic trends, including population growth, housing developments, migration patterns, and program participation. The projection of future enrollment trends for a five-year horizon and assessment of the physical capacity and utilization rates of district schools with a concentration at the elementary level. The scope also includes the development of materials including enrollment forecast m aps as well as high resolution (street level) PDFs an d GIS shape files for proposed attendance for discussion s an d decision m akin g. The district is utilizing an analytics platform to analyze address data, along with an integrated workplace management system for our building infrastructure. The con sultan t will be responsible for community engagement. This includes the design and im plem en tation of a robust an d transparen t com m un ity engagemen t plan as well as facilitatin g public m eetin gs an d providin g on lin e feedback m echan ism s. The con sultan t will act as a n eutral third party to presen t data an d scen arios to the public, collect feedback, and an swer question s. The con sultan t will also be respon sible for the m anagem en t of a district em ail for this specific purpose to com m unicate with stakeholders. The con sultan t will provide regular progress reports an d com m un ication to th e district an d key stakeholders, in cludin g school com m ittee presen tation s. Th e expectation is that th ere will be required attendance at three school com m ittee m eetings and five com m un ity forum s. These m eetin gs will be through the fin al adoption of the recom m endation s provided. After data an alysis an d com m un ity outreach, the con sultan t will develop a m in im um of three realign m en t scen arios that m eet the project goals. These scen arios m ust be data-driven and address the specific challen ges of elem en tary school overcrowdin g. Evaluation of scenarios by the district realign m en t com m ittee an d Worcester School Com m ittee will be largely based on the data produced by the firm accom pan yin g each scen ario. These recom m en dation s will be presen ted in con jun ction with school adm in istration to the school com m ittee for discussion an d con sideration .
