HHSC is specifically seeking information regarding a hybrid model of in-house and outsourced solutions to provide efficiently delivered, high quality support for Human Resources, Payroll, and Time Labor and Leave Services (HRPTLLS) in a large public sector setting for approximately 55,000 employees across four state agencies, which include HHSC, the Department of State Health Services (DSHS), Department of Family and Protective Services (DFPS), and the Cancer Prevention and Research Institute of Texas (CPRIT). HHSC is requesting responses from qualified vendors to enable the agencies to meet the following objectives: A. Obtain information specific to supporting end users using a customized PeopleSoft Human Capital Management (HCM) system (branded as the Centralized Accounting and Payroll/Personnel System – CAPPS HCM), system integration services, HCM support technologies, and strategies developed and designed to optimize HCM functionality. B. Obtain information specific to support end users using a customized SAP SuccessFactors (branded as the Career Center) for recruitment, job posting/search, and applicant tracking and processing. C. Receive information about potential strategies, business and technological approaches, capabilities, functionalities, timelines, costs and considerations for implementing solutions that align with agencies’ interests and business needs, while utilizing the CAPPS HCM application. D. Identify the advantages and disadvantages of implementing certain strategies or solutions. E. Gather information on emerging trends and technologies available to enable HHSC to maximize efficiencies, reduce costs, and contract for results in the delivery of HRPTLLS to HHSC, DSHS, DFPS, and CPRIT staff. F. Gather information on experience and technical capabilities needed from the vendor community to manage Human Resources and Payroll Services and a System for a State agency as large as HHSC. G. Ensure compliance with Texas state and federal regulations. HHSC may take the information generated by this RFI into consideration as it develops a future solicitation for HRPTLLS.
