The scope of services shall include, but not be limited to, consultation, administrative and technical services required to administer all aspects of the Authority’s Federal and State Capital Fund Programs including the 5 Year Capital Fund submission, annual submission and all reporting requirements. This will include Section 3, Fair Housing and Equal Opportunity, Davis Bacon Wage Rate Monitoring and periodic construction inspections. Other duties may be assigned that are within the scope of the firm’s capabilities even if not related to the Capital Fund Program. Program design and specifications are not included as part of this Request for Proposal. All activities will be performed in strict accordance with all guidelines and requirements established by the U.S. Department of Housing and Urban Development (HUD), Department of Housing (DOH), Connecticut Housing Finance Authority (CHFA), and any other SHA oversight agency as they may apply.
