RCHI seeks a group of qualified consulting organizations or healthcare analytics partners to provide comprehensive Obstetrical (OB) Service Line Evaluation Services for rural hospitals across Texas. The purpose of this engagement is to evaluate the sustainability, quality, and operational effectiveness of hospital-based obstetrical programs, with a focus on workforce, safety, and access to care in rural and underserved regions. The selected vendors will work collaboratively with RCHI and participating hospitals to conduct data-driven evaluations that support evidence-based decision-making and long-term service line viability. The vendor shall provide a detailed plan for completing the following activities: Operational and Clinical Assessment Conduct on-site or virtual assessments of each hospital’s obstetric service line, including staffing patterns, patient volumes, care processes, and readiness for obstetric emergencies. Evaluate compliance with TexasAIM, ACOG, and Joint Commission standards related to perinatal safety. Review availability of key support services (anesthesia, pediatrics, blood bank, and emergency transfer protocols). Financial and Sustainability Analysis Perform a cost-benefit analysis to determine the financial performance of the OB service line, including payer mix, reimbursement trends, and labor costs. Identify potential revenue opportunities, partnership models, or service realignments to improve financial sustainability.
