The Executive Office of Energy and Environmental Affairs (EEA) Office of Environmental Justice and Equity (OEJE) is developing standards and guidelines for Cumulative Impact Analysis (CIA) to support the equitable siting and permitting processes under the EFSB. OEJE is also developing a complementary mapping tool to identify the most environmentally vulnerable or burdened communities in Massachusetts based on a cumulative burden score that incorporates exposure to pollution and climate risks and the presence of sensitive or vulnerable populations, as well as whether the community meets criteria related to lower household income. It is intended to act as a supplement to the Massachusetts Environmental Justice Population definition. This tool, named the MassEnviroScreen, will provide energy project applicants, agencies, and communities with a transparent, user-friendly mapping tool that allows users to visualize and analyze cumulative environmental, public health, and socioeconomic indicators. It will directly support the CIA methodology under development by OEJE, as well as other guidance documents being issued by EEA. The EEA is posting this Notice rather than conducting a full procurement because the EEA believes this opportunity represents best value to the Commonwealth and is utilizing this Due Diligence Posting to ensure that the process is open, fair and competitive.
