The Environmental Protection Agency (EPA) Climate Pollution Reduction Grants (CPRG) program provided grants to states, local governments, tribes, and territories to develop and implement plans for reducing greenhouse gas (GHG) emissions and other harmful air pollution. The Salt River Pima-Maricopa Indian Community (SRPMIC or Community) was awarded CPRG Implementation funding in 2024. Funding provided supports 10 measures (Projects) identified by the SRPMIC with the potential to significantly reduce the Community’s GHG emissions. As part of the identified work, the consultant will need to complete a Feasibility Study prior to the commencement of the Project. This Study needs to provide a comprehensive breakdown of how the Project would be structured and executed under two scenarios: Taking the LFG and transforming it for distribution either by physical pipeline to a neighboring city (Mesa) in which additional pipeline would need to be designed and developed, or injection into a "virtual" pipeline for distribution to multiple users. The Feasibility Study would also need to address the overall benefits, stressors, costs, and profit potential of both scenarios. In addition, the two Project options would need to be weighed against a “do-nothing” approach in which the Project is not feasible and does not proceed. The Feasibility Study should also examine aspects such as funding sources, and right-of-way, maintenance, and safety issues. The consultant will need to work with staff from the SRPMIC’s Community Development Department, Engineering & Construction Services, and the Salt River Landfill, as well as staff from DTE Energy and possibly the City of Mesa to gather necessary information.
