The City of Kelso is seeking proposals from a full-service consultant team for preliminary design engineering and to obtain environmental permitting to reconstruct and widen Talley Way, including a bridge over the Coweeman River. Talley Way is a two-lane roadway without curb/gutter, sidewalk, or active transportation facilities. The corridor serves a light industrial zone in south Kelso. Several regionally important industrial suppliers and employers as well as the Southwest Washington Regional Airport are located along the corridor. The Talley Way Corridor project seeks to improve road function to all users while enhancing freight access to the Kelso Industrial Area in Kelso, Washington. The goals of the project are to: reconfigure the traveled way to enhance function and safety to freight and reduce unsafe conflicts between freight and other users, implement access control through the corridor to enhance safety and throughput, replace the aging Talley Way Bridge over the Coweeman River, and rehabilitate and upgrade the storm water system.
