3.1 Plan Implementation. Assist the THA in the development and implementation of its Redevelopment projects, including the provision of strategic advice in connection with THA’s RAD conversion program. The Program Consultant will assist the THA in the oversight and administration of Redevelopment Agreements with Development Partners, acquisition, disposition, demolition, development, relocation and community and supportive services activities; provide financial and management advice; and provide technical assistance in the establishment and operation of any THA affiliated companies that are formed. The Program Consultant shall represent the THA in all aspects of planning and implementing the Plan. The Program Consultant shall make recommendations respecting timely and cost effective implementation. The Program Consultant has a fiduciary responsibility to act in the best interests of the THA throughout the process. Among other things, as requested by the THA, the Program Consultant shall represent the interests of the THA in the implementation of all aspects of program consultant services with funding agencies, local, state, and federal agencies, neighborhood and resident groups, residents, development partners, contractors, consultants, and all other interested parties. This includes providing all of the necessary assistance required to: fully review development proposals; negotiate development agreements; prepare development proposals; and obtain requisite approvals from the appropriate local, state or federal agencies. 3.2 Program Management Services. The Program Consultant shall provide the necessary program management services to successfully and expeditiously implement the THA’s Redevelopment Projects. 3.3 Community Involvement. Upon the request of the THA the Program Consultant shall assist the THA with developing and implementing a plan to facilitate and foster the involvement of residents and community organizations of the larger Trenton community in the implementation of the THA’s Redevelopment Projects and subsequent community life. The Program Consultant shall make recommendations respecting the promotion and maintenance of good relations with neighborhood groups and federal, state and local governments in accordance with THA directives and public policy. 3.4 Resident Involvement. Upon the request of the Authority, the Program Consultant shall keep residents informed of the status of the THA’s Redevelopment efforts. The THA may further request the Program Consultant to develop a plan respecting job opportunities for THA residents during and after implementation, and develop a plan respecting encouragement of overall economic development and self-sufficiency. In addition, the Program Consultant shall give recommendations to the THA to facilitate and foster the involvement of public housing resident representatives in major decisions affecting the implementation of Redevelopment Projects. 3.5 Legal Assistance. At the direction of the THA and in cooperation with THA Staff the Program Consultant shall work with the THA’s designated legal counsel to represent the THA’s interests in negotiations with all partners and other parties and in providing information necessary for the preparation of any legal document(s) respecting implementation of Redevelopment Projects.
