Texas A&M Forest Service requires one or more aircraft meeting or exceeding the following specifications. Aircraft shall be new build with zero time on airframe, engine, and rotor system at time of this RFP: A. Proposed medium helicopter shall meet the following specifications, with all wiring and fixed provisions included: 1. Max takeoff and landing weight between 9,000 and 16,000 lb. 2. Payload of 4,000lb or greater at sea level and 59 degrees Fahrenheit. 3. VFR/IFR certification for day and night operations, standard category certification for Night Vision Goggle operations. 4. Main rotor blades finished in high visibility paint to meet carding requirements of USFS and USDA contracts. 5. Seating for 9 or more in the aft cabin. Modular, lifeport (or equivalent) seating. 6. Max endurance of at least 4 hours with no reserve (in cruise flight). 7. Capable of operating in high pressure altitude and hot temperature conditions. 8. Dual hydraulics. 9. Dual channel Full Authority Digital Engine Control (FADEC). 10. 200 amp starter / generator. 11. Rupture resistant fuel system. 12. LED position and anti-colision lights. 13. Wire strike protection kit. 14. 4-Axis digital automatic flight control system with enhanced hover hold. 15. Helicopter Terrain Awareness Warning System (HTAWS). 16. Traffic Alert and Collision Avoidance System (TCAS). 17. Weather Radar. 18. Powertrain vibration monitoring system. 19. Lead acid battery. 20. EMS interior to accommodate 1 patient cross-cabin or 2 patients in longitudinal configuration. 21. 2 USB charging ports for PIC, 2 USB charging ports for SIC, and 2 USB charging ports in aft cabin. 22. Doors-open flight kit. 23. Air conditioning for cockpit and cabin, capable of 20 degree F temperature reduction from OAT. 24. AEM Audio mixer boxes, 2 in cockpit, 2 in cabin, 1 within reach of hoist operator. 25. DART Heavy duty skid gear (or equivalent) with clearance required for belly mounted water tank. Full length access steps included. 26. Fire attack belly tank, 300 gallons or greater, snorkel and ground-fill capable, 400 gpm fill rate or higher. 27. HEC Electric Hoist. 28. Axnes wireless intercom system (or equivalent). 29. Onboard weighing system for factory cargo hook equipment. 30. Cargo hook rated for 4000lb or greater. HEC rated for short haul. 31. All provisions, electronic controls and hook retention (anti-rotation) system to accommodate a power-fill bucket. 32. Scuff plates mounted at crew/cabin ingress/egress to protect aircraft from damage. 33. Cockpit, cabin, exterior, and hoist camera. 34. External PA speaker. 35. Trakka Beam A800TLX (or similar) search light. 36. At least 3-year warranty on airframe and engine at time of delivery. 37. Contractor shall include: An itemized price list and weight and balance information for all removable provisions/mission equipment. Itemized pricing for fixed provisions accommodating the mission equipment B. All equipment shall be installed and operable C. Static pressure, altimeter, and automatic altitude reporting system. D. All aircraft provided shall be operable, free of damage, and in good working order. Aircraft systems and components shall be free of leaks, except within limitations specified by the manufacturer. E.
