Provide a single point of contact (SPOC) that shall be available and on-call twenty-four (24) hours daily including weekends and holidays. Contactor shall provide the office number, email address, and cell phone number for the SPOC. During times the SPOC is unavailable (due to vacation, travel, etc.), the Contractor shall provide a designee for the SPOC. The designee shall meet the same requirements as specified for the SPOC within this Scope of Work and shall have the same authority as the SPOC. 5.2 Have and maintain all appropriate state and city permits, licenses, or certifications to handle, manage, prepare, distribute, and serve food and beverages. CONTRACTOR TASKS 6.0 CONTRACTOR SERVICE SPECIFICATIONS The Contractor Shall: 6.1 Provide Low-Cost Pricing 6.1.1 Vendors must submit price points by meal type and quantity bracket, including: 6.1.1.1 Single-meal pricing. 6.1.1.2 Per person/day pricing for multi-day activation. 6.1.1.3 Delivery and logistics surcharges (if any). 6.1.1.4 Emergency or after-hours activation fees (if applicable). 6.2 Provide rapid mobilization of emergency low-cost food services. 6.2.1 Ability to provide food services within 1–4 hours of order during initial response phase. 6.2.2 Support short-notice activations with minimal planning lead time. 6.3 Provide Scalable Feeding Capacity 6.3.1 Provide meals for small (<100), medium (100–500), and large (>500) populations. 6.3.2 Accommodate scale-up from single meals to full daily service (breakfast, lunch, dinner). 6.4 Provide Diverse Feeding Options 6.4.1 Shelf-stable meals, MREs, or heater meals for field deployment – no kitchen needed. 6.4.2 Hot dinner and sack breakfast combos for overnight shelters – reheat only. 6.4.3 Basic 3x hot meals/day with accommodation for allergies and medical needs. 6.4.4 Enhanced 3x hot meals/day with varied menus and full food sensitivity support for longer or higher-profile operations (including medical, Allergen considerations, Cultural and Religious needs, and other considerations e.g. Children or Elderly).
