EOHHS and RIDOH jointly issue this Request for Proposals (RFP) to select a vendor to serve as the state-designated RHIO. The State is seeking new approaches and innovative proposals that further the following goals: 1. Supporting coordinated governance and participation from relevant stakeholders, including health plans and health systems 2. Advancing interoperability by increasing data shared and exchanged as allowed by law 3. Reducing provider burden by providing easily accessible clinical documentation within existing workflows 4. Providing event notification services that are critical to time-sensitive follow-up care 5. Promoting streamlined and simplified consent processes responsive to the privacy wishes of all Rhode Islanders, including public outreach and technical assistance to providers and appropriate handling of sensitive information 6. Identifying and implementing public health use case opportunities in line with the RIDOH’s vision and planning to create efficiencies wherever possible 7. Keeping pace with advancements and developments in HIE technology, policy, and security, such as utilizing FHIR-based APIs, regional HIE participation, etc.
