The successful offeror(s) shall provide or subcontract treatment and recovery services for approximately 35 participants each referred by East Central District Court. The treatment and recovery services shall include American Society of Addiction Medicine (ASAM) level of care from ASAM Level 1 through clinically managed high intensity residential, including withdrawal management, as described by North Dakota Administrative Code Article 75-09.1 for adults. For further information pertaining to subcontractors, please reference Section 6.06 of this RFP. The successful offeror(s) shall ensure participants are actively engaged in a level of care throughout the duration of their involvement in Treatment Court. The successful offeror(s) shall provide evidence-based, recovery-oriented, trauma-informed, and person-centered services. The successful offeror(s) shall utilize best practice guidelines as outlined by the All Rise Adult Treatment Court Best Practice Standards (Attachment A). The successful offeror(s) shall provide a licensed addiction counselor (LAC) to actively work as an integral member of the Treatment Court team, not as an independent treatment service. The LAC shall participate fully as a team member in all staffing meetings, court staffing, and court dates, sharing relevant participant information with the Treatment Court team to promote coordinated care. The LAC shall work in alignment with the Treatment Court’s mission, goals, and program structure, recognizing the provider’s role is part of a holistic team approach. The LAC shall provide recommendations and feedback regarding participant progress, compliance, and treatment needs as part of the team’s collective decision-making. The LAC shall also provide education and consultation with the Treatment Court team, participants, and families on behavioral health issues and concerns. The successful offeror(s) shall conduct in-person psychosocial evaluations to determine diagnostic impressions and treatment recommendations. In the event the individual is in custody, successful offeror(s) shall conduct an in-person assessment at the correctional facility, when available. The successful offeror(s) shall bill substance use treatment services through Medicaid, third party payors, and the SUD Voucher, unless the participant is receiving services in an Institute for Mental Diseases (IMD). The successful offeror(s) shall assist individuals in completing an exception request for the SUD Voucher, as appropriate. The successful offeror(s) shall attend the annual All Rise Conference and any training and technical assistance as requested by STATE. The successful offeror(s) shall work with STATE to develop appropriate process and outcome measures within 30 days of contract award. The successful offeror(s) shall send monthly reports to STATE by the 10th of the following month. The successful offeror(s) shall acknowledge that it is solely responsible for the selection, training, supervision, and oversight of its personnel. STATE neither approves or endorses any agency staff member or staffing decision. The collection of staff-related documentation by STATE is solely for the limited purpose of verifying that appropriate personnel have been assigned and that relevant training and oversight have occurred within the successful offerors’ agency. Submission of such documentation shall not be construed as acceptance, approval, or assumption of any supervisory or oversight responsibility by STATE. The provider retains full accountability for ensuring that all staff comply with applicable laws, regulations, professional standards, and contractual obligations.
