The Harbor Point Promenade & Trail Improvement Project involves: • Approximately 1.7 miles of mixed-use waterfront trail, including 0.5 miles of overwater promenade. The 14 ft. wide shared use path (SUP) will provide alternative transportation over Lake Ray Hubbard (the Lake) from Zion Road, easterly under the George Bush Turnpike, through John Paul Jones Park along the shores of the Lake, under the I-30 bridge (connecting to the TxDOT SUP), and onto a boardwalk connecting to area restaurants, retail, and hospitality. The SUP will include lighting, signage, benches, trash/recycling receptacles, and pet stations. • Varying water depths with tidal influences, requiring specialized pile and deck design • Multiple scenic overlooks and viewing platforms extending over the water • Integration with adjacent recreation areas, parks, and future development parcels • Phased construction to maintain safe public access during peak recreational periods • Collaboration with Parks, Public Works, Environmental Services, and local stakeholders • High-visibility project with significant community use and public engagement requirements • Potential for courtesy boat slips integrated within the promenade design • Properly sized break wall and wave attenuation features to ensure safety and structural integrity • Potential sheet wall enhancements to support shoreline stabilization and long-term durability IV. PROFESSIONAL SERVICES REQUESTED Services to be provided include, but are not limited to: • Hydrographic, bathymetric, topographic, and subsurface geotechnical investigations • Analysis of tidal fluctuations, wave action, and hydrodynamic loading • Structural design of adjacent and over-water promenade, boardwalks, viewing platforms, and minor bridges • Foundation design for piles, piers, and decks in marine conditions • Shoreline stabilization, scour analysis, and erosion control measures • Stormwater conveyance, drainage structures, and low-impact development features • Selection and specification of marine-grade materials, coatings, and corrosion protection systems • Utility coordination and relocation design (lighting, power, communications) • Environmental permitting support (USACE, TCEQ, TPWD, local) and habitat enhancement integration • Preparation of construction documents, specifications, and cost estimates at 30%, 60%, and 90% milestones • Bidding support, addenda preparation, and contractor Q&A • Construction administration, site observation, submittal reviews, change order evaluation, and close-out documentation • Deliver strategic communications and stakeholder coordination services to support project transparency and public involvement. Responsibilities include managing outreach campaigns, synthesizing community feedback, and briefing decision-makers with actionable insights—while maintaining adherence to design timelines and fiscal constraints
