Highway maintenance cleaning agent shall be a degreasing system that is not only effective, but also environmentally friendly. The product shall be applicable for industrial uses such as cleaning heavy equipment. The product shall be based upon the use of d-limonene, a naturally occurring and renewable solvent contained in citrus fruit, or approved equal. The cleaning agent shall be able to penetrate on contact, softening and lifting a wide range of oils, polymers, resins, oils, asphalt, fats and greases, making them easily removed by rinsing with water. The cleaning agent shall be available in 55-gallon drums and shall be delivered to the County’s place of business as designated below. A deposit fee is acceptable for the temporary use of the drums, but they shall be the property of the vendor.
