The City of Lincoln is requesting a Contractor to provide a response on how to complete the following two projects identified below. Project #1: Curbside Recycling Contamination Audit The Contractor will meet monthly (or more) with the city to provide updates and ask questions about the audit. The Contractor will need to work with the city and recycling collectors to complete two residential curbside recycling bin audits on addresses that are subscribed to curbside recycling. One audit will occur in the fall/winter of 2025 and the other will occur in the fall/winter of 2026 though these dates are subject to negotiation between the City and the Contractor if there are staffing/weather concerns. Audit details: a. The audits will be completed in each quadrant of Lincoln including downtown (5 total). b. The audits will be conducted in conjunction with curbside recycling collectors in Lincoln, Nebraska that are willing to participate. At minimum, the Contractor will audit 100 single-family dwellings (no multi-plex housing units in this analysis) per each quadrant of the City of Lincoln using 27th street and “O” street to split into four (4) quadrants and one (1) for the center of Lincoln/downtown area. c. Each audit will need to retain a significant amount of data collection including, but not limited to, the volume or percentage of contamination found at each address, the address/location of the location audited, the frequency and date of the week the material is picked-up, where the recyclables are being processed at, identity of contamination found (e.g. plastic bags, bagged recyclables, glass), and pictures of contamination. This data will be used for an executive summary of the effort written by the Contractor and will need to be handed over to the city at the end of the project for additional analysis. Contractor will need to identify how then intend to manage, store and share this data collection. d. The first of the two audits will focus on data collection and reporting only, no homeowner/resident education will be conducted during the first audit. The second of the two audits will include the same audit details as collected in the first audit plus residential education. The second audit may include pulling contamination out of the bin. If contamination is decided it needs to be pulled out of the bin, the Contractor will work with the City of Lincoln and the recycling collector to decide how to manage the contamination found in the recycling bin. 10 | Page e. Both audit number one and audit number two will occur at the same address/location. This will ensure there is a comparison analysis for the data collected and if the overall educational campaign has impacted the performance of household recyclers at that address. f. Contractor will need to identify how they plan to educate their staff on identifying contamination to ensure uniform consistency with employees that are completing the audit to reduce individual subjectivity. g. The Contractor will need to report any jobs that are created because of this effort. h. This work will need to be efficient as the Contractor will be auditing the curbside recycling bins before they are picked up by the recyclable’s collector for their recycling route. i. Contractor will provide the City of Lincoln and the recycling collector with a report from the first audit, a report from the second audit and executive summary report of the data collected including the overall volume of contamination seen in the bin, most frequently contaminated items in the bin, and a before/after audit result analysis. j. The Contractor may be asked to share the addresses of the audit locations with the city for the purposes of direct mail education for highly contaminated recycling bins. Direct mail education would not be required of the Contractor but would be completed by the City. The direct mail delivery would occur in conjunction with the Contractor and would be sent between audit number one and audit number two to help identify if there is a coloration between direct-mail education and behavior change in the recycling bin. Project #2: Business Waste Outreach The Contractor will work with the City of Lincoln to identify ten (10) businesses in need of additional waste diversion assistance. The Contractor will propose their background and experience to help identify why they should be chosen to help a business succeed with setting up waste diversion efforts. The Contractor will need to consider and include the following details in their scope of work including: a. Contractor will need to identify the cost per business waste consultation. b. All business waste consultations will include: i) An initial meeting with the business to walk through their current waste management system. ii) A comprehensive report back to the business on steps to get started with waste diversion as well as local resources they can use to help divert the waste they are producing within their facility. iii) A copy of this report will be provided to the business as well as the City of Lincoln to use for grant reporting. c. Contractor will schedule a quarterly follow-up meeting with the business to help answer any questions they might have and to track how the business is doing to divert their waste. i) Contractor should include some time and available for the business to contact them with questions after initial meeting. The Contractor will provide the City of Lincoln with an executive summary of how this effort impacted waste diversion from the landfill and provide the measurable results performed by the businesses the Contractor worked with.
