Procurement Management: Assist in writing specifications for products that will be put in an RFP Make recommendations for additional compliant RFPs as needed Coordinate with members operating off-program services for bidding purposes Present analysis of submitted RFPs for Steering Committee to review Demonstrate an understanding of how the foodservice industry partnerships work as a whole and how best possible pricing is obtained Coordinate with all parties during emergencies as needed such as severe weather, public health emergencies, etc., that would impact the operation of business for SPA members and/or disrupt vendor supply Analyze top line items for review Work with awarded distributor to create master order guide Submit pricing to members including all discounts Manage price increases/decreases in accordance with all RFP's Audit order guide for fee schedule compliance Secure pricing on market basket bid items for catering/concessions from awarded distributor Provide member districts with all materials and information necessary for Administrative Reviews, Procurement and Financial audits Develop standard operating procurement procedures that are clear to all members and assist with compliance to those standards Assist members with systems of compliance such as tracking off-bid purchases and Buy American requirements Manage procurement in compliance with all TDA Regulations and Buy American Regularly review the ARM and attend any meetings to stay in compliance Maintain an effective procurement process manual for member access Product/Service Management: Track product purchases and provide information to members Meet regularly with awarded vendors to review member purchases Manage USDA Foods diversions within co-op membership to respondent for co-op members or vendors Analyze products and advise on best value using Planned Assistance Level Coordinate product cuttings with member districts to determine best value products Audit commodity usage on an ongoing basis Make recommendations for transfers to maintain USDA Foods within SPA to avoid loss of pounds Act as liaison between vendors and districts Provide support to member districts in-person as needed Must attend regularly scheduled membership meetings in person Conduct yearly procurement training to members of SPA as required by TDA Website Management: Maintain an easily searchable order guide Maintain up-to-date nutritional information by manufacturer Provide online RFP documents for all bids to aid districts with Procurement audits Maintain vendor information documenting the necessity for foreign food purchases
