Pursuant to the State Purchasing Act (Official Code of Georgia Annotated §§50-5-50 et seq.), this electronic Request for Proposals (eRFP) is being issued by Department of Administrative Services on behalf of Department of Community Affairs to establish a contract with one qualified supplier who will provide professional services for the CDBG-DR Professional Services for Affordable Rental Rehabilitation Program (ARRP) to the Georgia Department of Community Affairs (hereinafter, the State Entity) as further described in this eRFP. DCA is seeking a supplier to fulfill State and Federal Community Development Block Grant Disaster Recovery ("CDBG-DR") statutory responsibilities related to recovery in connection with federally declared disasters. Supplier must be qualified to provide professional services such as administrative duties, labor and procurement, financial compliance and monitoring, case management, construction management, and site inspections for housing projects. All services must be performed in compliance with the U.S. Department of Housing and Urban Development ("HUD") and program guidelines issued by the State Entity. The Community Development Block Grant Disaster Recovery (CDBG-DR) Affordable Rental Rehabilitation Program (ARRP) has awarded federal funds to use for landlords to renovate their properties that received damage from the 2023 tornadoes (7 counties) and 2023-2024 hurricane (44 counties) for the most impacted and distressed counties.
