The contracted services will include all the necessary services provided under this contract under all terms and conditions as specified by Housing and Urban Development (HUD) to keep the Authority compliant and consistent with all rules and regulations defined by HUD. The firm should perform and carry out, in a satisfactory and proper manner, as determined by the Authority, the following: a) Be available and serve as a consultant on accounting and fiscal matters when requested by the Chief Financial Officer or its Executive Director. b) Provide an assessment report of the organization's internal controls, accounting function structure and best practices. c) Review any documents and make any suggestions to the Chief Financial Officer or its Executive Director to ensure a clear audit. d) Provide an assessment report of the organization's asset management & staffing ratios. e) Provide fee accounting services, including budgeting, preparation of financial reports, statements, forms and FDS submission on an as-needed basis. f) Assist with Financial Data Schedule preparation as needed. All adjustments to accounts and/or journal entries must be reviewed with the Chief Financial Officer prior to any posting. The firm is expected to provide these services in concert with JCHA' s staff assistance and guidance in and around the JCHA's accounting system. The firm will also provide technical assistance and the accounting staff training as needed.
